403/503 TOXIC POLLUTANT REMOVAL CREDITS  ALLOWED FOR
                                    LAND APPLICATION AND DISPOSAL IN BIOSOLIDS

The Part 503 Sludge Use and Disposal guideline is only part of EPA's dangerous Sludge Disposal program.  
EPA's policy allows extreme levels of hazardous waste to be disposed of without public involvement,

Removal Credit for Toxic Pollutants --0000-- granted under Part 403 allows the sludge/biosolids to be
inexpensively disposed of as a fertilizer under Part 503. The Corporations and Municipalities are
transferring the liability to farmers, home owners and their neighbors -- as well as the health effects.
